Move Notification module to separate package + remove notifications from core #278

The notifications are to be moved to vuestorefront/libs.

The notifications should be moved to the template as it is presentation logic. The developer implementing would decide what is shown.

@andrzejewsky this is pretty broad one. is your plan to refactor all the vuex modules to take the notification out of them?
