Bump license checker to avoid README.md being put into license #7109

There is a bug in license-checker-rseidelsohn where it sometimes takes the first URL from the README.md of the package and treats it as a package license. Bumping it to 4.3.0 includes many fixes to avoid that happening, and fixes the issue in my case in the enterprise repo.
