fix!: handle vuetify config file changes properly

This PR includes:

• (*) restart dev server when vuetify configuration changes and SSR is enabled: if using inlined configuration Nuxt will restart the dev server, if SSR is disabled virtual modules can be reloaded in the client and there is no need to restart the Nuxt dev server (the module will send a page reload event to the client)
• updates to latest Nuxt version (3.10.2): it should work with Nuxt 3.9
• updates vuetify to 3.5

(*) right now vite-node cannot reload server modules (HMR on server side), we need to await to the new vite-node which will be included Vite

closes #129 supersedes #193
