[Feature Request] `VFileInput` `Placeholder` and `PersistentPlaceholder` #19130

Problem to solve

This props are still not supported in last version of Vuetify.

Proposed solution

Add Placeholder and PersistentPlaceholder like VTextField

I really miss this feature. Sometimes it is convenient to use placeholder for instead of hits
