Fix incomplete test `test-012-router` in the `wasm-test-suite` #278

Following the refactoring of the wasm-test-suite test-012-router is now incomplete.

Although the test passes it is incomplete. Please see the FIXME comment in the test case wasm-test-suite/test-012-router/main_test.go
