Option to disable diffs #150

The Subversion plugin creates diff files when changes are detected.  This
takes up space on the build server and may not be wanted by users.  An
option should be available in the user interface to disable this feature.

See r774.  Option is enabled by default and can only be modified globally (for 
all projects) by editing application.properties.  There is nothing currently in 
the UI to change the setting.
