One new file, LNS_README.me

For admin use:

[ ] Added appropriate labels to PR (ex. WIP, R4R, docs, etc)
[ ] Reviewers assigned
[ ] Squashed all commits, uses message "Merge pull request #XYZ: [title]" (coding standards)

@robertDouglass this looks great as a first draft. I don't think there is a separate "LNS" chain, this is literally the Laconic Network? In any case, let's get this committed and then update it and/or decide where this lives.
