neutrino-elements is not ready to be used for prod applications, therefore we need another blockchain scanner type based on elements node with ZMQ notifications enabled.
The idea is to connect to a node to receive block/tx notifications via ZMQ and then try to reuse the neutrino-elements' scaner as much as possible to filter only those of interest
