[BUG] Unable to import certain vaults #544

Describe the bug Some vault backups are not possible to be imported.

Expected behavior Able to import all vaults.

Looks like there was some bug that created multiple pub keys in the backup making it impossible to import anywhere. Can't reproduce it atm or know when it happened, though we need to investigate
