Inconsistency in AFNumber_Format() and AFNumber_Percent due to platform fcvt() idiosyncracies. #138

In particular, asking for more digits than a double has precision produces 
strange results on some versions of windows, where 0s are appended rather than 
the ongoing expansion of the decimal equivalent.
