Provide better error messages when ROS_PACKAGE_PATH is undefined. #135

What steps will reproduce the problem?
1. ./gradle install without ROS_PACKAGE_PATH defined
2. NPE from GenerateInterfaces:162

What is the expected output? What do you see instead?
A reasonable error message.

I submitted a patch for this same issue.  I didn't see a patch addressing the 
problem at the link provided above.

Nevermind, I see the previous patch.  But it looks like that patch was never 
merged into the main branch?
