Eval command for code snippets #1040

It would be great if we had a command that would accept code snippets to be executed by the bot. There are times when we would appreciate the flexibility to just print things that are better managed by a bot. This command is a potential security hole but setting proper checks should make it viable for the BotAdmin group.

decided not to move with this one
