can not display Chinese file name #387

What steps will reproduce the problem?
1. create a Chinese file name on /c
2. set environment to use utf-8 code
3. ls -l /c
4. ls --show-control-chars /c

What is the expected output? What do you see instead?

I see strange code on the Chinese filename

What versions of mintty, Cygwin/MSYS, and Windows are you using?
mintty 1.1.3
MSYS 1.0
Windows 2003

Please provide any additional information below.
