mintty freezes while running java app and window decoration is clicked - Win7+CYGWIN #398

What steps will reproduce the problem?
1. run jmeter (a Java GUI app) in GUI mode in mintty
2. click the terminal window border
3. the mintty window goes unresponsive and stays that way for
   either a long time (30-60 seconds), or sometimes much longer,
   such as 3-5 minutes.

Notes:
1) Other window manager operations seem to have similar results (e.g.
   move, minify, etc).
2) While non-responsive, I generally see the associated "not responding"
   phrase added to the window border.

What versions of mintty, Cygwin/MSYS, and Windows are you using?

Versions:
Windows: Win7-PRO, SP1, 64-bit, updated every week or when nagged.
Mintty: 1.1.3
Cygwin -- CYGWIN_NT-6.1-WOW64 pc-1553-cb 1.7.20(0.266/5/3) 2013-06-07 11:11 
i686 Cygwin

I'm not sure the GUI mode is an issue.  I have similar problems running maven 
apps that are just doing Java command line stuff.
