gollum: create constraints from quark signatures #101

Created by Gitlab User danielcm: Once quark can identify signatures, these signatures have to be parsed for content tool feedback. Tools may suggest what to do with certain signatures. For example: when using llc_algo not DFT, ways and sets can be adjusted for a particular failing case to pass. Éowyn should parse that (gandalf) and then add a constraint so that gollum knows about these error information and avoid creating an invalid test later.
