Port auto-creation of user json file from cluster to nga regressions #148

Created by Gitlab User danielcm: Port the auto-creation script for users json files from cluster to nga regressions. It has to run through NGA to discover variables and populate them in the users json file.

Create a new script in scripts folder that will run the process to collect that information. Allow it to run independently out of eowyn.py or at the beginning of it.
