frodo: improve random event/counter selection #155

Created by Gitlab User danielcm: When frodo is creating the model for a particular event+counter, that information is checked against the first iteration in the Éowyn loop. If that iteration didn't have the desired event+counter, then it will pick at random from those available. This should be expanded to all the regression instead so that event+counter are available to be followed.
