Create parser to dump all UCLA patient data into the database. patients, series, all the tables the start with rt, ct_images and studies will need to be updated with raw data. similarity and sts and ovh will need to be updated with calculation

Add head and neck case OARs to the UCLA data parser- currently it is only the bladder cases
