get restraint.py coded for protection factor #26

I don't know what will be the ultimate way that we deal with protection factor in BICePs in the future. So I'm going to code this based on the only case that we have protection factors in our calculation which is apoMb.

I got it coded for normal cases. For the special case that we only used once for aplomb I don't know if it is worthy to code it since we may need everything special (Restraint, PosteriorSampling, etc) since it asks for more arguments than normal cases.
