Unable to add a 'Document' #23

This will happen for any Configuration Item Category that allows a document
to be added.  The problem is with the Oracle data type.  There doesn't
appear to be a simple resolution but there is some online documentation
that should help.

Made changes to Documentation, Change Request, and Test Result.  Definitely 
needs
testing.

Eamonn noticed an issue with PDFs that seemed to clear up in the latest build 
but I
don't know why.  Perhaps additional testing on PDFs would be helpful.

Tested with 2 different docs (pdf and xlt) and was able to add a document and 
access 
them with no problem.
