Rephrase what content is required in a release #5

2.2. Release says:

After the heading, a release must have Markdown content. This content can optionally start with a notice. Following that, a release of any kind must list changes grouped by category.

This is incorrect. If there's a notice, changes are optional. For example, on a first release or a promoted prerelease.
