It's not just about getting Dolphin to run it's more about flagging these issues so VxKex can improve. Fixing this could make not only Dolphin to work but also all other apps experiencing similar problems to work without any workaround. Still, I appreciate the tip as it might be helpful for people trying to use newer Dolphin on Windows 7.
By the way, I've quickly tested the latest version of Dolphin with the Win 8.1 ApiSet DLL. It launches but crashes when you try to exit.
