I just installed OneNote 2016 yesterday, along with Word, Excel, Powerpoint. They all seem to be working fine for me. I didnt even have to use VxKex to use it.
OneNote in particular, is incredibly stable.
Running Windows 7 64 bit, ALL updates installed except for the crappy telemetry ones.
If you have issues, its either your specific Windows 7 system, or the specific version of OneNote 2016 that you're installing.
I am using the OneNote 2016 that MS made available as a free stand alone. I kept the installer, but MS has since removed access to this download. I have successfully loaded this onto numerous Windows 7 laptops, but the installations started failing sometime in 2023. Is your OneNote 2016 part of the DVD Office Suite? Since this conflict occurs across numerous different installs, I am thinking that this downloaded version is conflicting with some Windows update. I may try purchasing a DVD Office 2106 version if that continues to work.

I myself am running Office 365 v2002 (16.0.12527.22286).
What would be more interesting is the question whether later versions of Office could me made to work on Windows 7.
Does VxKex solve the problem of now trying to install OneNote 2016 onto Windows 7? The error message upon attempting install is "Entry point not found - The procedure entry point SetProcessMitigationPolicy could not be located in the dynamic link library KERNEL32.dll". This installer was successful up until sometime in 2023. I suspect some Windows 7 update killed this process. Thanks!
