Disable stack trace for boa.reverts

What I did

• Temporarily disable stack trace during boa.reverts

How I did it

• By using a static variable. This is not necessarily scalable for tests running in parallel e.g. with async tests.

How to verify it

• Tests should run faster

i think we should investigate a little more whether the performance benefits are there. if not, it introduces unnecessary complexity

I tried running this in the Curve metaregistry test suite, but I did not notice any performance difference.
