What I did

Fixed the Blockscout verification when running without vvm. Workaround for https://github.com/vyperlang/vyper/issues/4308

How I did it

Retrieved the supported vyper compiler versions on Blockscout
Detect one that has a matching version, even if the match isn't complete
Fail in case 0 or 2+ matches have been found
Update the test so that it always generates a new contract

How to verify it

Blockscout verification should now work again.
