Env spaces #55

This converts spaces items into environment dependent. There are many changes with regards to this. also moved documents out of downloads.

Made it where downloads open in a new window.

What does this PR do?

changes spaces items locations to environment dependent and also incorporates opening downloads and documents in new windows.

DB Changes (if any)

Spaces Items need to be moved into respective folders.
