Summary

What does this PR do?

Okay, it adds the upload button next to the delete button in the upcoming events, brings up a submit modal, and clicks it. The first time it will post the event embed (like the bot used to do), and any other time you click it, it will edit it instead so it doesn't send a new one.

DB Changes (if any)

adds button for upload 
adds new API post request adding the message id to the event in the DB

Post-Deployment Validation

How to verify in the production environment.

find an event, click the upload button and submit, after posting, change the position of someone and click submit again.
