Add a user settings page. #24

User settings page, where their password can be changed and their comment reply setting can be toggled (and possibly whether or not they display their user ratings to the public).

Do you want them to have to enter their current password to change it, or just be logged in?

Hm... I'm not sure. What do you think? I'm inclined to not require their current password, but I'm not sure what's considered the best practice.

I should get around to this sometime this month. That way we can include your user ratings page. Just not in the next week or two... been super busy with the new job.
