08 manual location table #281

Updated ManualLocTable Views- ManualLocTableCreateView, ManualLocTableListView, and ManualTableUpdateView. Fixed bug in ManualTableCreateView. In researching this bug found additional bugs I wrote in other CreateViews where I bypassed validation rules so I fixed that too. This should be running with the latest dev version and Python 3.8
