[X] I've tried to extract to another folder (or re-extract) the .zip file

Issue Description
When I attempt to go into the RVC website using my go-web.bat it shows up the command but does not work. When I try to go through chrome, it gives me an ERR_CONNECTION_REFUSED. I have opened this before successfully so I do not know why it's no longer working.
