Changes url of Files app from the preview version to the stable version

Files removed the silent install option from .exe version some time ago. This updates the url download, but does not address the work needed for the chocolateyinstall.ps1 to use the .exe version.

LOL it looks like we both ended up fixing it around the same time. Took me longer than I had hoped cause I tried using VS Code's online version and I pushed to the wrong branch
