Add soap for SoapClient usage #18

This is primarily used in the FedEx package (https://github.com/JeremyDunn/php-fedex-api-wrapper) and currently in a one-off test. This is almost becoming too opinionated but the work in these builds comes from the build step, not in the test run step.
