[x] move out crowdsale setup functional to library
[x] change all libraries methods visibility to public
[x] move out fund refund, tranche functional to library

NOTES:

reduce code deposit size of many contracts
change libraries methods visibility to public to avoid including library code to contracts
reduced W12Lister.initCrowdsale() gas cost from 7.1e6 to 4.5e6
