Really appreciate this insight/feedback. Will certainly look into what policies are being used in NY and NJ to help gain a better contextual undertanding of this problem. I think it's an interesting point about always needing an office; I think this is true under the current paradigm, where carpooling is the desired result, but you could just as easily implement a pricing structure where number of passengers isn't a variable (each car is charged x depending on factors, and having additional passengers simply helps dillute the cost of the toll). Will certainly make sure to think through what enforcement technologies/personel are needed in my proposal to ensure it's actually feasible to implement.

This is interesting and would be beneficial to any commuters for sure. I like the idea of dynamic pricing which will help reduce traffic congestion at peak hours.
The other thing I can think of is, make any EZpass users aware of the dynamic fare at any public gantry or toll roads where they need to commute daily. Although there have been a similar policy in New York and New Jersey where you pay less if you carpool during peak hours to reduce traffic, I don't know if the policy is strictly followed. There always needs to be an officer who needs to check if your vehicle has more than 2 passengers.
I think it's pretty cool idea to first gauge the dynamic pricing with data available, how many commuters at particular time at particular locations.
