Store configuration in the database

At this moment we store all the configuration in the file Config.groovy. We need to change some values during runtime.

Todo

• make new tab in Settings, where to put all the necessary valures
• modify BootStrap.groovy file and put all initial data
• implement update operations

I am afraid, creating separate domain for Settings could be tricky at this moment, so we should simpy use .properties file to externalize some settings. Please, take a look at this page: http://grails.org/doc/latest/guide/single.html#configExternalized
