Add integrations with chats

Create additional feature: notify to a chats. As a first step, let's implement support of Kato.im

ToDo:

• Add additional point in Settings
• Make possible to choose events that we want to publish into a chat
• Think, how to generalyze this setting and use in other chats. May be in the future we will add support for Slack or other chats.
