This PR adds the initial normative tests for did:key creation. It matches the recently added normative statements in the DID Key Method section on the Create operation: https://w3c-ccg.github.io/did-method-key/#document-creation-algorithm

The PR is only for the purposes of documenting the tests that are needed. Clearly, more work will need to be performed to implement the tests.
