Fix Code Owners #9

I added the file back (after we moved the repo from DB), but I think there is a need to update it to the correct individuals... I believe oliver was a code owner before.

I'd also be interested in getting added to the code owners for did key... not sure what the process is for that.

@ChristopherA When we deleted the ccg repos and transfered the repos from DB we lost CODEOWNERS in both this repo and webkms... (sorry!)... what is the best solution to this?
