@peacekeeper @msporny @talltree Per instructions, I am raising this PR before tomorrow's final spec meeting. My intent is not to introduce a meaningful semantic difference, but only to clarify some verbiage that I think is fuzzy. In its current form, the sentence I'm proposing to modify could be read as a requirement that, inside the DID doc, the id property of anything referenced by a fragment must be fully qualified. I believe we decided this was not going to be a requirement. Therefore, I think the intent of the sentence was to say that the full DID URL must be passed to the fragment resolution algorithm, not that it must appear inside the DID Doc. Did I get that right?
