Example RSA Key in the draft is not FIPS compliant #114

Key provided on https://tools.ietf.org/html/draft-richanna-http-message-signatures-00#appendix-A is not FIPS compliant.

It cannot be used in .Net Core (dotnet/runtime#43728).
