Why LER Matters for Wallets

There is incredible momentum and immediate applicability for proving the verifiable credential model and unlocking the benefits of a universal wallet for learners and employees around the world. While the Universal Wallet & LER world are closely aligned, the LER community provides a wealth of use-cases for consideration as this spec evolves, with particularly interesting pilots crossing the divide between VC & crypto world: namely, learners simultaneously earning credentials and currency, stored directly on their phone or an offline-alternative, such that they achieve agency and opportunity with a bank account, an income, and an education. Much of the LER world is concerned with the payload, but there are a few considerations related to the wallet containing those payloads: I will unpack below.

1. There has been a general shift from "ILR" to "LER", "Interoperable Learner Record" => "Learning & Employment Record".

Universal Wallet Spec vs LER Wrapper & Wallet Specification

There are a number of open distinctions between the current understanding of LER requirements in a wallet:

Not Explicitly Required in LER Wallet Spec, but is Explicitly in Universal Wallet Spec:

• Credential issuance (focus is on holder - learner)
• Currency storage (*although we at Learning Economy Foundation are working on global pilots with world bank / lego foundation that allow learners to earn currency in tandem with verifiable credentials - so we see this aspect of the universal wallet as critical for future of LERs)
• Address storage (I.e. Ethereum address)
• Mnemonic storage (I.e. root of key derivation function)
• Wallet metadata (I.e. currency configuration)
• DID (*Not required, but proof of control is)
• Key management (*Not required, but recommended)

Explicitly Required in LER Wallet Spec, but not Explicitly in Universal Wallet Spec

• Credential encryption - transit
• Persist credential - native format encoding
• Credential exchange
