Would be curious if this conversation has made progress elsewhere (like CCG mailing list). Certainly a difference from a user's standpoint if a wallet implementation wholly or partially adopts the spec. Not sure the responsibility lies with the spec to strictly enforce complete compliance, but as mentioned in https://github.com/transmute-industries/universal-wallet/issues/8, perhaps concrete verbiage around this would be useful to end users.

@NTonani it has not.... thanks to the glossary project work, i think the community has rough consensus on the following sentences:

An agent has one or more wallets
An agent uses wallets to create credentials
An agent stores credentials in wallets
An agent uses wallets to authenticate / authorize
