PROPOSAL: Restrict (initial) interop test suites to did:key only. (was part of #184) #40

w3c-ccg/vc-api#184 was too broad, and had confusingly overlapping threads. w3c-ccg/vc-api#202 now covers (initial) conformance testing; this covers (initial) interop.
