This addresses the section in #28 about specification vs instantiation, essentially by dodging it with (what I hope is) a more general framework, i.e. basing our concepts on the CEDS conceptual model.
The idea is that:
there is already significant work among CTDL, Open Badges, CEDS, and more
So let's reuse that work and focus on the connective tissue between VCs and these.

this preview. It's probably still confusing, so we can discuss on monday.
