User Story

Verifier needs direct access to the letter of recommendation because the subject is not trusted as an intermediary.

Issuer and Verifier do not want to deal with encryption.

This use case is also extremely common in benefits or court filings where the Verifier wants only consent from the Subject but insisted on access directly from the Issuer.
