Per 1/18 meeting, we want to merge the VC-EDU workplan into the charter

Took a stab at this -- see charter

Notes:

extracted "general work principles" to general group info
added a section for "work plans" at the end, with Q1 2021 as the first.
I added a note to the top of the former work plan doc that it's now being maintained in the charter (with a link)

I added comments to the section headers to make this clear.
