Draft for an API that:

constructs and issues credentials from pre-configured templates
issues credentials from an inlined VC (minus proof) in a request body
updates the status of credentials

Routes are designed for use by entities belonging to the same institution.

We should close this issue since @OR13 is writing a new one to address what this PR is attempting to address. @llorllale can you close this PR since you opened it? It's bad form for Editors to close someone else's PR.
