Implementation JSON file for adding the GS1 US VC API to the VC API Test Suite.

do you have a verifier or only an issuer? Also, which VC API Test Suite is that intended for? I'm assuming the issuer one, but just want to make sure.

For now we are only focused on the issuer. Yes, this is for the VC API Issuer Test Suite - https://github.com/w3c-ccg/vc-api-issuer-test-suite

@aljones15 Azure AD has a requirement that a scope (with the {guid}./default format) must be passed to get an OAuth Token. We have tested the VC API Test Suite locally using the submitted configuration without any issues.
