What fields should be mandatory in a VPR? #16

At present, all fields are optional. There could be an argument to make at least "query" required.

The group discussed this on the 2024-07-30 telecon:

The group came to the conclusion that only the query field is required in a VPR.

A PR should be raised that notes that the query field is mandatory in a VPR.
