Branding JSON - dark mode vs light #246

The adoption of dark mode and light mode has led to brands choosing different colors depending on which mode the browser is in. This should be added to the JSON.

This should fit nicely into the branding section of the manifest. The original idea was that we could add something like a dark-mode section under the branding key. Any values set would override the ones from the parent.
